W odpowiedzi na pytania:
- stopnie instruktorskie nadają komendanci hufców (tacy prezesi oddziałów) lub komendanci chorągwi (tacy dawniejsi prezesi zarządów wojwódzkich) na wniosek komisji stopni instruktorskich.

- instruktorzy ZHP
- instruktorzy ZHR
- instruktorzy innych organizacji harcerskich (które w myśl statutów są "harcerskie" oraz posiadają kategorię członkowska "instruktor")

Co do "obozów" o których czytałem w innej wypowiedzi, to po prostu nie były "obóz harcerski".
