Nie wiem, o co się spieracie. W rozporządzeniu MENiS są to osoby, które mogą pełnić funkcję kierownika wycieczki. Nie uprawnia to nikogo do pełnienia funkcji przewodnika. W rozporządzeniu tym §9, pkt 2 mówi, że bezpieczeństwo wycieczki musi być zapewnione zgodnie z ustawą z 18.01.1996 o kulturze fizycznej, do której zostało stworzone rozporządzenie RM z 06.05.1997 – te mówiące o 1 000 m n.p.m. i PN.
