Istotą orzecznictwa może być więc tutaj sformułowanie "powtarzające się". Skoro ustawodawca tak zapisał to tak chciał. Jedno uchybienie, ze względu na wykładnię gramatyczną przepisu, nie może stanowić podstawy zawieszenia. No i przesłanka formalna - osoba uprawniona do kontroli LUB (to moje zdanie) skragi (znowu liczba mnoga) potwierdzona co do słuszności.
